This page contains information about the accessibility of this website / web application in accordance with section 12a of the Act on Equal Opportunities for Persons with Disabilities (Behindertengleichstellungsgesetz). This page also provides points of contact to which you can report accessibility barriers.

The Procurement Office of the Federal Ministry of the Interior (Beschaffungsamt des BMI) strives to ensure the accessibility of the website www.e-rechnung-bund.de. The relevant legal basis comprises the current versions of the Act on Equal Opportunities for Persons with Disabilities, the Ordinance on Accessible Information Technology (Barrierefreie Informationstechnik-Verordnung) and the harmonised European norm EN 301 549.

Level of compliance with requirements

On 13 December 2022, the website www.e-rechnung-bund.de was subjected to an accessibility test in line with EN 301 549 / WCAG 2.1. This test found that the website did not provide full accessibility. The Procurement Office of the Federal Ministry of the Interior is working hard to improve the accessibility of this website.

The content listed below is not accessible or is only partly accessible. The reasons for its reduced accessibility are provided in brackets:

  1. Only some key sections of content that are repeated on every subpage of the website (e.g. the navigation menu) can be skipped over when reading subpages with a screen reader. The current version should not reduce the accessibility of the website. (Skipping over other repeated sections of content is currently difficult to implement due to the structure of the website.)
  2. The website currently has a home page slider displaying information that changes every few seconds; the slider is automatic and cannot be stopped. The speed at which the slider changes has been slowed so that the information is more accessible for all users. (It is not technically possible at present to stop the information from changing.)

Arbitration

In accordance with section 16 of the Act on Equal Opportunities for Persons with Disabilities, an Arbitration Service has been set up within the office of the Federal Government Commissioner for Matters relating to Persons with Disabilities. The task of the Arbitration Service is to provide support for out-of-court dispute resolution in cases of conflicts between persons with disabilities and the federal authorities.

If you are not satisfied with the response from the contact referred to above, you can turn to the Arbitration Service for assistance. This is not a matter of determining a winner or a loser. Rather, the aim is, with the help of the Arbitration Service, to jointly find an out-of-court solution to a problem. The arbitration procedure is free of charge. You do not have to involve a lawyer as legal counsel either. Full information about arbitration proceedings is available on the website of the Arbitration Service. There you can read about how the arbitration process works and how you can apply for arbitration.
