Consolidation of federal invoice submission portals ZRE and OZG-RE

The two federal government invoice submission portals, the Federal Central Invoice Submission Portal (ZRE) and the Online Access Act-compliant Invoice Submission Portal (OZG-RE), will be consolidated in 2025.

This was decided on 19 November 2024 by the Federal Ministry of the Interior and Community (BMI) and the Federal Ministry of Finance (BMF). At the same time, the BMI and the BMF have instructed the specialist procedure e-invoicing responsible for the ongoing operation of the submission portals to ensure that all institutions of the direct federal administration are connected to the OZG-RE.

One submission portal – same services

A uniform access route for invoicing the entire federal administration in order to reduce effort and complexity for suppliers – that is the goal of the consolidation of the two federal invoice submission portals, ZRE and OZG-RE. In addition, the OZG-RE offers efficient services such as dial-in via the ELSTER company account. The familiar transmission channels such as web submission, upload and Peppol, as well as all functions, were designed to be functionally identical for both submission portals, so that the OZG-RE can be used intuitively and without technical knowledge.

What does the consolidation mean for ZRE users?

All technical invoice recipients of the direct federal administration must in future connect directly to the OZG-RE. All affected authorities have already been informed by the specialist procedure e-invoicing at the beginning of 2025. In spring 2025, a pilot phase will be carried out with selected authorities in order to keep adjustments and expenses for the authorities, institutions and suppliers as low as possible. The actual connection of the authorities to the OZG-RE will then take place in two waves.

Suppliers will be informed by their authority as soon as its conversion date has been set. In this context, invoice issuers will receive all the necessary information and details required for future invoicing. Suppliers can register with the OZG-RE at any time using this link: OZG registration.

The ZRE will no longer be available once all authorities have been connected to the OZG-RE.
